It's certainly not as active as it once was.

Wait. So everything except tobacco, alcohol, and food is illegal in the uk except for government accepted medicine? So not even research can be conducted?

I know the usa had a blanket ban awhile back but it only included analogs of research chemicals that were available at the time, so i think a few research chemicals with completely different structures snuck by in my country (but only for research purposes ofcourse).

Technically correct.  Highly unenforcable.  Research can only be done at research institutions (universities, etc) or labs with permission (money) to do so.
