Can someone please explain why Amber Rudd is hesitating?
Proven efficacy. Hundreds of years of safe use. She simply quotes 'the law'. Perhaps Amber needs a few seizures to wake her up:

MPs have called on the Home Office to issue a medical cannabis licence to a boy whose rare form of epilepsy improved after taking the drug.

Six-year-old Alfie Dingley, from Kenilworth in Warwickshire, suffers up to 30 violent seizures a day.

His parents want to treat him with medical cannabis oil, which is illegal in the UK.

To me it sounds like she’s a pathetic jobsworth who's both afraid of accepting responsibility for the decisions she makes and too cowardly to commit to taking any kind of initiative in light of that.

The following quote is especially telling:

“it is important that medicines are thoroughly tested to ensure they meet rigorous standards before being placed on the market, so that doctors and patients are assured of their efficacy, quality and safety”

In other words, pure spineless cowardice.
Just in case the depths of hypocrisy weren't clear here:  

"A drug reform group has slammed the government for claiming cannabis has no medical use while allowing its export abroad. It comes after the UN revealed the UK is the world’s largest producer and exporter of medical cannabis."
